[UrbanSim-Users] How does one write a new policy event?

Hi there,
I'm experimenting with OPUS and UrbanSim and I want to write custom events.
In particular, I'd like to be able to write events to raise and lower taxes,
to add and remove jobs, and so on.

I expect that raising and lowering taxes will use policy events but adding
and removing jobs will use development events.

I've been reading the documentation and browsing the files but I can't see
any hint of how to write custom events.
