Please try installing the latest version of scipy (http://www.scipy.org/), and let me know if that fixes this problem. I just (30 minutes ago) updated the Windows installation instructions to have scipy as one of the required packages, since I discovered I needed it for a machine I was setting up.

I have installed the following applications on my machine,
in the following order
* enthon-python2.4-1.0.0
* numpy-1.0.1.win32-py2.4
* MySQL-python.exe-1.2.0.win32-py2.4
* dbfpy-2.2.0.win32
* mysql-essential-5.0.41-win32
* mysql-gui-tools-5.0-r12-win32
* opus-4.1.0513.win32

After this I have followed the instruction in "Creating an
Opus Package" web page,
but using the command
>>> from opus_core.opus_package import create_package

I always obtain the following error message:
