There are probably a lot of different tools, some of them more ready to
transfer for others to use. We're generally using a combination of
ArcGIS, Python, and SQL to handle the data preparation tasks, and in
fact are currently working on developing tools to deal with the process
you are describing and other related preparation tasks - supporting the
Puget Sound Regional Council, the Maricopa Association of Governments
and Pima Associatioon of Governments. We will try to generalize these
to make them reusable, and incorporate them in to the release process.

We would also very much welcome contributions by users. If people
volunteer to share their code or tools or documentation, we would be
happy to put in in a user contribution section available for others. It
might also be possible to build on some of those and to generalize them
and incorporate them into the system.
