How can I install Opus 4.1?

Hi,

I followed the instruction step by step to install Urbansim on my PC
but I got an error when testing my install. The message said "Scipy test
is now called Numpy test, please update your core." I tried the Opus
4.1 April and Nightly built version. Both had same problem. But Opus 4.0
seems to be fine. I guess it has something to do with the Numpy or Scipy
package. But I already upgrade Numpy to 1.03 and Scipy version is 0.52.
Could someone tell me what I should do?
