the estimation procedure

I have constructed the base year database for the
implementation of UrbanSIM in the Rome Metropolitan Area.
I have also installed the Eugene database and I have run
the model and calculated indicators successfully.

But now, the problem is the estimation of the models
parameters.
I know that in UrbanSIM 4, there where two phases:
1.Getting data for the estimation process, by the
estimation data writers;
2.Estimating the coefficient values from the estimation
data writer data, by using an external statistical software.

Now, in UrbanSIM 4, what is the procedure?
Do I need a specific statistical external software?
