stable release 4.1 of Opus/UrbanSim; trac

Things seem to be going OK with the new subversion repository and
release format, and so we're ready to have an official stable release
of the new system: version 4.1 of Opus/UrbanSim is now linked on the
download page http://www.urbansim.org/download/ . We plan to leave
this link up -- when we make a new stable release we'll give it a new
number and leave the old one.

We've also transitioned from bugzilla to trac, which provides an
integrated framework for managing bug reports, feature requests,
source code browsing, and so forth. This is at http://
trondheim.cs.washington.edu/cgi-bin/trac.cgi
Please use it to report bugs and suggest features. You'll need to
request a username and password - there is a little form for this
linked on the trac page. (Our old system allowed people to create
their own logins automatically, which was nice, but we were getting a
lot of spammers putting spam disguised as bug reports on bugzilla;
hence the form.)
