I will try to be of some assistance. We do not use the AOCM model, and it looks like Hana already answered that one anyway.

What exactly is your question with regard to the households table? The documentation looks accurate for this table. To get our households table we used a household synthesis utility that Delores Muller developed. There is a household synthesis utility provided with the OPUS distribution that can also be used. We used Census data (combination of PUMS and SF3) to populate the households table. What does your household table look like?

I do not know what the large_areas, plan_types, and plan_type_group tables are supposed to contain. We do not have them. I get a little warning message that they cannot be cached when I run the model, but other than that their absence does not seem to be a problem. I don't think that they should cause any problem during estimation, unless you are using variables that reference these tables, and I am not sure that there are any such variables.

I think the absence of fields in the travel data table is the big problem. All accessibility variables for development location choice and employment location choice models will be affected by this. I don't think that using constants will help much. Try not estimating coefficients that use travel data and see if you can get convergence.

What are the specific errors you get during estimation? Which models?
