The class EmploymentTransitionModel creates and removes jobs to and from given job set according to a job distribution over employment sectors. The total number of jobs is controlled by given annual control totals. It distinguishes between home based and non-home based jobs.
The algorithm is a simplification of the Household Transition Model. There are no scaled characteristics and the only marginal characteristics are sector identifiers.
