The Run Method

Input:

model_configuration

- a Configuration object that determines project types and settings for each type (see Model Configuration of Section 8.4.3).

location_set

- a Dataset object to be updated.

development_event_set

- a DevelopmentEventDataset with development events to be used to update the locations.

development_type_set

- an object of class DevelopmentTypeDataset.

current_year

- an integer value determining the year of events by which the locations are updated.

Algorithm:

Output: 
Returns a tuple of indices of locations that were modified, and indices of development events that were processed.
