The Sampler class is an abstract class for sampling alternatives for agents. It returns 2-d array with rows representing agents and columns representing sampled alternatives. It is not directly used in any Opus model, but it is a building block that can be used in models of other packages. For example, we made a heavy use of this component in the urbansim package for creating sampled alternative set for agents in ChoiceModel.
